ELEVANTIX INSIGHTS
The Part-Time C-Suite: A Decade of Fractional CXOs in America
By Will Carbajal • September 18, 2026 • 8 minute read
A fractional CFO working ten hours a week used to be a startup workaround. One recent report estimates roughly 150,000 fractional workers in the U.S. in 2026, within a range of 100,000 to 300,000. Adoption is uneven, though. Technology and healthcare are well ahead, education is starting to move, and government mostly works around the model rather than adopting it.
A caveat about the data
No federal statistic counts fractional executives. Every figure in this article comes from job-posting analytics, executive-search firms, talent platforms, or vendors, many of which sell fractional talent, and the figures often conflict. One source has about a quarter of U.S. businesses using fractional hiring, projected to reach 35% by the end of 2026. Another says about 35% of U.S. companies already used a fractional leader in 2025, heading to 48% by the end of 2026. A single consultancy’s statistics page gives the U.S. market as $15 billion by 2026 in one place and $10–12 billion in another.
This article therefore leans on sources with disclosed methods: Revelio Labs, MBO Partners, Heidrick & Struggles, and the 2026 Fractional Work Report. Viral figures, like LinkedIn profile counts that measure who added “fractional” to a headline, are treated as color rather than fact. Reliable time series only reach back to about 2018, so the early years are partly reconstruction. The vertical ranking near the end is the author’s synthesis, not a measured growth rate.
Three phases
2016–2019: niche. Part-time CFO networks and small-company CIOs existed, but nobody tracked them. Revelio Labs’ data shows the baseline: in 2018, only 5 of every 1,000 new executive positions mentioned fractional roles.
2020–2022: the pandemic inflection. Remote work removed the assumption that executives must be on site, and the independent workforce ballooned. MBO Partners counted 38.2 million independents in 2020 and 72.7 million by 2024, a total that has since barely moved (72.9 million in 2025). The high-earning end matters most for executive supply: 5.6 million independents earned over $100,000 in 2025, up from 3 million in 2020. Revelio’s fractional-mention rate surged between 2021 and 2023, and Heidrick & Struggles reports a 151% rise in interim C-suite requests since 2021.
2023–2026: mainstreaming. Revelio’s rate reached 18 per 1,000 in 2024, about 3.6 times the 2018 level. Fractional Jobs reports that monthly postings rose about five-fold from early 2024 to Q1 2026. Engagements are getting longer: 42% of interim projects now run beyond six months, up from 27% in 2021, and small and mid-sized companies account for more than four-fifths of demand. The economics help, since a ten-hour-a-week fractional executive costs about half the fully loaded price of a full-time hire.
What companies are buying
Finance dominates. Interim CFOs make up 51% of Heidrick’s interim leadership requests. Among self-described fractional leaders, CFO appears in 18.8% of headlines and CMO in 14.3%. On the Fractional Jobs board, finance accounts for 22% of roles, marketing 20%, engineering 17%, and sales 10%. The fastest year-over-year gains in Heidrick’s data came from COOs (+250%) and CMOs (+100%), though from smaller bases than finance.
Private-sector industries
Heidrick’s 2026 ranking of demand by client industry
• Technology, SaaS, AI, and fintech are the earliest and deepest adopters. Early-stage venture-backed companies are the largest hiring segment at 36% of postings, and nearly half of fractional executives come from a tech background. Growth here is now about new roles, especially AI leadership.
• Healthcare and life sciences are the largest single industry. Healthcare and healthtech account for 14% of Fractional Jobs postings, and Heidrick’s sample projects include post-merger integration across clinical, HR, IT, and revenue cycle operations. Regulation, consolidation, and digital transformation all keep leadership capacity stretched.
• Consumer and e-commerce use the model for seasonal and margin pressures, such as an interim CMO for holiday marketing or tariff-scenario modeling.
• Industrial and manufacturing lean more interim than fractional, for example plant turnarounds or an interim CIO/CTO building an AI-enabled roadmap.
• Private equity and financial services deploy operators for integration and turnarounds, such as an interim CFO leading a financial turnaround at a portfolio company.
Nonprofits
Nonprofits sit mid-pack. They are 7% of hirers on Fractional Jobs. In Heidrick’s data, social impact ranks last among industries, yet foundations and philanthropy rank third among client sectors. Typical work is an interim COO or CHRO for a multi-site organization.
Education
Higher education is where the model is moving fastest in this vertical, driven by financial stress. The Chronicle of Higher Education reports that interim CFOs are now the first call for many struggling colleges, and credit analysts see distress concentrated in smaller regional colleges in the Northeast and Midwest. Vendors have noticed. EducationDynamics offers fractional CIOs and chief strategy officers, Collegis sells fractional CMOs, CIOs, CFOs, and VPs of enrollment, and specialist firms now offer fractional CISO services to colleges. This is crisis-driven and mostly interim, and no data was found on how many institutions use it.
K-12 is earlier and cybersecurity-led. Experts have advised small districts to pool resources to share a CISO or contract a virtual one. The need is real: a CoSN-linked survey found that more than half of responding school systems lacked a formal cybersecurity program supported by leadership, and small districts and charter schools are hit often because attackers see them as easier targets. No adoption figures were found.
Government
Government is the slowest to adopt the classic fractional model. Neither Heidrick’s seven-industry taxonomy nor Fractional Jobs’ hirer breakdown has a government category. What exists is shared services, especially in cybersecurity:
• State-run shared security. The federal State and Local Cybersecurity Grant Program put $1 billion over four years toward the gap, with at least 80% passed through to local governments. Utah’s state program reaches 140 governmental bodies, including 23 counties and 94 municipalities, which is functionally a public-sector shared CISO office.
• Funding risk. Congress extended the program through September 2026 without new funding. As of the latest reporting found, the House has passed a longer reauthorization while the Senate bill had not advanced. State CIOs want funding stable enough to support staffing and shared services.
• Interim city managers. Interim and acting managers are long established, and ICMA updated its guidance for them in 2016. This is vacancy cover, not a new fractional trend.
Civil-service classifications, procurement rules, ethics restrictions, and elected oversight all make part-time executives serving several clients hard to fit. That is the author’s inference, not a sourced finding. No credible data on federal use was found.
Scorecard: which verticals are going fractional fastest?

In absolute terms, technology and healthcare still add the most demand. If you measure momentum from a low base, higher education is the sector to watch, because its financial distress is creating urgent demand for outside finance and technology leaders. The other to watch is cyber-led public-sector sharing, which now depends on whether Congress renews the grant program.
Two cross-cutting forces matter for all of them. AI is helping fractional practitioners take on more clients: 98% report efficiency gains and 30% serve more clients. Better measurement should also arrive eventually, which would settle the data disputes above.
